We are reaching out with an urgent update regarding the current travel risks for individuals holding an open work permit under the Ukrainian (CUAET), Israeli, or Iranian public policies.
Increased Risk of Permit/Visa Cancellation at the Border
Canadian Border Services Agency (CBSA) officers now have expanded authority to annul work permits and visas on the spot at the airport. This means that even if you hold a valid permit, it can be canceled upon arrival in Canada.
Recently, we have seen multiple cases where CBSA officers revoked permits under CUAET because the permit holder had traveled to Ukraine OR the officer suspected that. The reasoning is as follows:
• Open work permits under these public policies were introduced as an exceptional measure to help individuals flee unsafe conditions in their home countries.
• If an individual returns to their country of origin, it may be interpreted that the situation is safe enough for them, and they no longer require protection in Canada.
Our Advice to You
To minimize your risk of permit cancellation, we strongly recommend:
1. Avoid traveling to your country of origin (Ukraine, Israel, or Iran) at all costs while holding a valid permit.
2. If you have applied for an extension, we advise not to travel internationally at this time.
3. If you must travel, choose destinations that are far from your home country to reduce the risk of scrutiny upon re-entry.
