It depends but usually it really takes longer. My non-Ukrainian boyfriend (not even husband) got his visa approved in 9 days, sooner than mine, but it was last May.

He's Moldovan. Yes, if you uploaded your marriage certificate and maybe some photos together with your husband, it should be fine, just need to wait. 🙂 Photos or other proof are not mandatory but there is a chance they will ask for them later additionally, this is why it may be helpful to upload them from the beginning.
