Where did you got that?
First of all - there is a possibility, that out of few thousand people there are more than a half who has more than 60. And if you got only 60 - then people who has more are in priority.
And there is certain amount of people can be picked in each round.
So... for example we have 10000 candidates, 4500 with score 60, 5000 with score between 61 and 70, and 500 with score over 70. Each round can pick few hundred people... let it be 600. Un which world there will be pucked people with score 60?.. of ourse they will pick everybody with score over 70 and one hundred with score between 61 and 70.
And there is no surprise, but SWO selection is less often than SWM.
