LECTIONS AND POLITICAL PARTICIPATION Abuses or Irregularities in Recent Elections: The country last held parliamentary elections in 2019, which were widely reported to be fair and mostly free of abuses and irregularities. The country last held a presidential election in two rounds in 2019. The joint international election observation mission reported candidates could campaign freely, although numerous and credible indications of misuse of state resources and vote buying undermined the credibility of the process. The constitution prohibited parliamentary elections during martial law and legislation similarly prohibited presidential and municipal elections. According to the constitution, the president and parliamentarians retained their powers until the lifting of martial law. Parliamentary elections scheduled for October 26 were postponed due to Russia’s full-scale invasion and the resulting declaration of martial law. Civil society widely supported the postponement of elections while under martial law.

E. PROTECTION OF REFUGEES The government cooperated with UNHCR) and other humanitarian organizations in providing protection and assistance to IDPs, refugees, returning refugees, or asylum seekers, as well as other persons of concern. International and domestic organizations reported the system for protecting asylum seekers, stateless persons, and other persons of concern did not operate effectively. Of the preinvasion asylum-seeker and refugee population, 75 percent remained in the country, often because they did not have sufficient documentation to leave and were at particular risk among the larger population of IDPs, according to an April UNHCR report. Access to Basic Services: The government had a national plan on the integration of refugees but did not allocate resources for its implementation. In practice, recognized refugees faced difficulty accessing social services and medical care, relying instead on UNHCR and NGO support.

У всіх внутрішніх бєдах і проблемах винна русня) Ламається метро. - русня. Спізділі бабки на ремонті доріг - русня. Хочуть побудувати парк біля окупованих територій - русня. Спіймали когось на хабарі - русня. Глобально - так, але не всі проблеми можно вирішити, сказав що то русня.

це направлено на внутрішню аудиторію - запит на справедливіть високий треба знайти обєкт на який це спрямувати (у всьому звісно винна русня але на неї впливу нема)- і тут або на владу впаде цей народний гнів (напр тому що 2 роки випускали людей за бабки, бронювали цирки і футболістів як критичеу інраструктуру, 160т пенсіонкрів мвс до 60 років десь кажуть не можуть знайти ітд) або направити цей народний гнів на когось іншого -і на закордон саме то. Тому влада каже дивіться ми з вами (з тими що в Україні) ми цих всіх закордоном накажем повернем вони підуть в окопи - тут поки не кажуть коли і скільки. На тих що закордоном пофіг - для держави гірше не буде - хтось вернеться, когось будуть штрафувати періодично, зтось оновить документи і отримає колись повістку а може ні :). Ну і якщо хтось думає перепливати тису сигнал - неварто - бачите он достанемо всюди. тут не розглядаю питання що добре, що погано тільки які мотиви я тут бачу.
