вам пришел procedural fairness letter, в которос по списку указаны документы, чтобы доказать нефиктивность отношений, по пунктам указано, что им надо было. откройте письмо и прочитайте. вы просто отправилт св. о браке. этого не достаточно. вот и получили отказ. оспаривать нечего. только переподача
