1. On November 7, 2023 and January 11, 2024, the Convention Abolishing the Requirement of Legalization for Foreign Public Documents (hereinafter referred to as the "Convention") will enter into force for China and Canada respectively. The Hong Kong Special Administrative Region and the Macao Special Administrative Region of China have previously acceded to the Convention, and the Convention continues to apply to Hong Kong and Macao.
2. From January 11, 2024, public documents issued by Canada within the scope of the Convention can be sent to mainland China for use only with a Canadian additional certificate (see below for specific information), without the need for consular authentication by Canada and the Chinese Embassy and Consulates in Canada. From that day, the Chinese Embassy and Consulates in Canada will suspend consular authentication services.
3. According to the Convention, the additional certificate issued by a country is used to prove the authenticity of the signature on the official document, the identity of the signatory of the document when signing, and to confirm the authenticity of the seal on the document when necessary. The completion of the Canadian additional certificate does not mean that the official document will necessarily be accepted by the Chinese document-using unit. It is recommended that you first understand the specific requirements of the Chinese document-using unit for the format, content, time limit, translation, etc. of foreign official documents before going through the relevant procedures.
Information on the application of Canadian additional certificates
1. Global Affairs Canada and some provincial government departments are the issuing authorities of Canadian additional certificates. 2. Global Affairs Canada is responsible for issuing additional certificates for the following official documents: (a) official documents issued by the Canadian government; (b) official documents issued anywhere in Canada but notarized in Manitoba, New Brunswick, Newfoundland and Labrador, Northwest Territories, Nova Scotia, Nunavut, Prince Edward Island, and Yukon. 3. The Alberta Attorney General's Office, the British Columbia Attorney General's Office, the Ontario Ministry of Government and Consumer Services, and the Saskatchewan Attorney General's Office are responsible for issuing additional certificates for public documents issued anywhere in Canada but notarized in the above provinces. 4. The Quebec Attorney General's Office is responsible for issuing additional certificates for public documents issued or notarized in the province. The above information is for reference only.
